Lokpal debate in Parliament today; will the logjam end?

As Anna Hazare enters day 12 of his fast on Saturday, Parliament will debate the Jan Lokpal Bill along with all the other versions of the Lokpal Bill. 

But it remains to be seen whether Anna's three crucial demands will be met and will the breakthrough happen. Meanwhile, sources have said that Team Anna and the government have been working on a joint statement, that will be approved by Anna shortly. 


It was supposed to be the Congress' trump card with General Secretary Rahul Gandhi finally breaking his silence on Anna Hazare's fast on Friday, but his statements only ended up reflecting the constant flip flops from the Congress side. 

"The fundamentals of democracy can't be undermined. Corruption can't be fought through a single Lokpal," Rahul said. Now the focus is on the statement to be made by Finance Minister Pranab Mukherjee in Parliament at the start of the debate itself on Saturday and see just how will the government manage to deal with the three contentious demands made by Anna to be included in the Lokpal Bill. 

In his letter to the Prime Minister on Friday, Anna made it clear that he wants a resolution approving the inclusion of lower bureaucracy, a Lokpal-like act for state Lokayuktas and setting up of citizens charter, to be passed and only then will he end his fast. 


Law Minister Salman Khursheed after a late night meeting with Team Anna on Friday said, "There are no commitments, only a hope that once Parliament debates these issues, Anna will call off his fast." Making matters tougher for the government is the BJP. 

After dithering over its stand for a long time, and asking for a vote post the debate, the party decided to support Anna's demands, but with a few riders. Now as the debate is set to take off, the government would be hoping that its past mistakes in dealing with the situation do not complicate matters further.

Lokpal talks break down

Negotiations between the government and Team Anna on the Lokpal Bill broke down on Wednesday night with the latter describing the third round of talks as “retrograde.” 

They said social activist Anna Hazare's fast on the Ramlila grounds here — now in its ninth day — would continue until the government agreed to enact a law creating a strong and effective Lokpal during the current session of Parliament. 


Amidst speculation that the anti-corruption crusader might be forcibly shifted to hospital on Wednesday night, the government nominees are reported to have told Team Anna during the meeting that Mr. Hazare's fast was “his problem.” 

However, in a late night address to supporters on the Ramlila Maidan, Kiran Bedi, a key member of Team Anna, said she had been assured by senior police officers, whom she trusted, that Mr. Hazare would not be forcibly removed and hospitalised until such time doctors declared there was a threat to his life. 

Charging the government with not being serious about bringing in a strong anti-corruption law, Team Anna said there was a “complete change in the attitude” of the government nominees represented by Union Finance Minister Pranab Mukherjee and Law Minister Salman Khursheed at their meeting on Wednesday evening. 

“The government has taken a U-turn and has now asked us to give our objections to the government's Lokpal Bill and draft a new Bill, taking everything back to square one,” they said. Team Anna representatives Ms. Bedi and Arvind Kejriwal said that during their meeting on Tuesday the government nominees seemed to agree on the substantive issues raised by them and said they had a problem only with three sticking points regarding parallel formation of Lokayuktas in States, inclusion of lower bureaucracy and citizens' charters in government departments. 

 “They had also agreed to introduce the Jan Lokpal Bill in Parliament. But today [Wednesday] they went back on everything and said you submit a new draft that will be sent to the Standing Committee,” said Mr. Kejriwal. “Contrary to the impression they gave yesterday, today they said the parliamentary procedure of the Standing Committee, etc. cannot be short-circuited. 

There was no clarity on the timeline,” said lawyer Prashant Bhushan, who was present. When Team Anna's negotiators sought to know if the government planned to remove Mr. Hazare from the fast venue, the government side said it was not competent to answer that question, 

Mr. Kejriwal said. Speaking to journalists after the 90-minute meeting, Mr. Mukherjee said the all-party meeting held on Wednesday requested Mr. Hazare to end his fast. Due consideration would be given to the Jan Lokpal Bill in the final Bill, he said, adding the parliamentary process involving the Standing Committee must be completed. Sources indicated that the change in the attitude of the government came after a “stormy” meeting of the Cabinet Committee on Political Affairs on Tuesday night in which some Ministers involved in the joint drafting panel objected to its caving in to Mr. Hazare. Earlier, Mr. Hazare declared that he had fasted for nine days and was fit to continue his hunger strike for another nine days. After a late evening check-up, doctors attending on him said he was stable. 

“I am energised by the large presence of people,” he told his supporters. “The Jan Lokpal Bill is nothing but ensuring power to the people. Unless there is decentralisation of power, there will not be true democracy.” Among those who met Mr. Hazare was National Advisory Council member Aruna Roy, who said she had come to enquire about his health. Activist Medha Patkar, yoga guru Baba Ramdev and spiritual leader Sri Sri Ravishankar also met Mr Hazare. Despite a flurry of political activity during the day including the all-party meeting, there was little progress at an earlier meeting Team Anna had with Mr. Khursheed giving an indication of things to come.

I told Anna that their movement from team members, including communalism and ask for a stern law. According to Imam, my objection is with the rhetoric that goes into movement. Country to a Muslim country can be sacrificed, but are being made about the ethics of religious slogans can not join the movement. He also asked that the core team of Anna is not a Muslim face. The movement with the nation's minority communities have not tried to. He also said that Anna is also important to answer some questions from the team. Gujarat Chief Minister Narendra Modi in favor of Anna, the statement must also be clean.

Atal Bihari Vajpayee Wiki & Photos

Atal Bihari Vajpayee born 25 December 1924 is an Indian statesman, who served as the eleventh Prime Minister of India thrice- including brief first term of 13 days in 1996 and two terms from 1998 to 2004. After a brief stint as Prime Minister in 1996, Vajpayee headed a coalition government from 19 March 1998 until 19 May 2004. 

A veteran Parliamentarian whose career stretches over four decades, Vajpayee has been elected to the Lok Sabha (en. House of the People) nine times and to the Rajya Sabha (en. House of the States) twice, a record by itself. He served as a Member of Parliament (MP) from Lucknow until 2009, and has since retired from active politics, possibly due to ill-health. 

Atal Bihari Vajpayee was born to Krishna Devi and Krishna Bihari Vajpayee on 25 December 1924 in Shinde Ki Chhavani Gwalior of Central Province now Madhya Pradesh. His grand father Pandit Shyam Lal Vajpayee had migrated from his ancester's village Bateshwar, Uttar Pradesh to Gwalior long back. 

His father Krishna Bihari Vajpayee was a poet and School Master at Gorakhi Vidyalaya Gwalior. Atal Bihari Vajpayee completed his graduation (B.A.) with the subjects Hindi, English and Sanskrit in first division from the Victoria College (now Laxmi Bai College) of Gwalior and got the Degree of Post Graduation (M.A.) in Political Science from the DAV College, Kanpur securing first class marks.

He also joined L.L.B. classes alongwith his father at D.A.V. College Kanpur but left the course in between the session and joined Rashtriya Swayamsevak Sangh. Since student life he was a patriotic poet, very good orator, dedicated journalist, who served Rashtradharma, Veer Arjun and Panchjanya (newspaper). So many books of his poetry and prose have been published. He has been to date the first and only bachelor Prime Minister of India.

India @ 64 - A visual chronology of post-Independence India

Eleven days before August 15, 1947, Viceroy Lord Louis Mountbatten (center), Jawaharlal Nehru (extreme left) and Mohammad Ali Jinnah (right) prepare for the transfer of power from the British Crown. A notional picture of a divided nation comprising India and Pakistan, as distinct from the agglomeration of princely states and provinces administered by the Raj, came into being during these deliberations. 


Nehru represented the Indian National Congress while Jinnah stood for the Muslim League, which demanded a separate sovereign state for Muslims. Although the British were in favor of a united Indian subcontinent and the 1946 Cabinet Mission attempted to reach a compromise between the Congress and the Muslim League, neither Nehru nor Jinnah agreed to its proposal for a decentralized state with power vested in local governments. August 14, 1947, the dominion of Pakistan (which then included East Pakistan) declared independence from the British Crown. At midnight the following day, India followed suit with Nehru famously heralding our tryst with destiny. 

As British India was cloven in two, the birth pangs of nationhood were followed by separation anxiety. The first train to Pakistan, which ran from Delhi to Lahore, was flagged off in August 1947 in a climate of warmth and bonhomie. However, as massive population exchanges took place between the two young nations, tensions ran high and fanned communal passions aflame. As people were plucked out of their homes and forced to cart their families and belongings to the strange new land across the newly drawn border, they came under attack from brigands and hired thugs. 


Both fledgling governments were ill equipped to deal with such massive migrations, displacement and violence driven by communal sentiments. About 10 million people are believed to have been displaced, and over a million are estimated to have died during the Partition. Sixty-four years later, the scars of Partition live on in public memory, even though the descendants of those affected by it have few physical memories of the event. Nathuram Vinayak Godse (extreme left) and Narayan Apte (center), members of the extremist outfit Hindu Mahasabha, blamed Mahatma Gandhi for conceding Pakistan to the Muslims. Godse and Apte had been part of previous unsuccessful attempts to assassinate Gandhi. On January 29, 1948, the two men reached Delhi Railway Station and checked into the retiring room. 

Financed by their organization, they had purchased a Beretta .38 semi-automatic pistol. The next morning Godse approached Gandhi as he was heading to a prayer meeting and bowed before him. At point blank range, the assassin fired three shots and the Mahatma collapsed to the ground. Gandhi, breathing his last, is believed to have uttered the words, “Hai Ram”. 

Announcing Bapu’s death to the nation, Prime Minister Jawaharlal Nehru said, “The light has gone out of our lives, and there is darkness everywhere.” Godse and Apte were executed in November 1949. On January 26, 1950, the 34th and last Governor-General of India Chakravarti Rajagopalachari read out a proclamation announcing the birth of the Republic of India. 

The Constitution of India came into effect, declaring India as a sovereign, democratic and secular state. Until this day, India was a dominion under the British Commonwealth acknowledging George VI as King and Emperor. Dr Rajendra Prasad (in picture, right) took oath as the President of the new republic. Interestingly, despite the newly proclaimed status India did not renounce allegiance to the British Commonwealth. As the Manchester Guardian observed on January 26, 1950, India regarded the Commonwealth as a “political machinery used to promote peace and economic advancement.” Agnes Gonxha Bojaxhiu, an Albanian nun, came to Darjeeling, India in 1929 with the Sisters of Loreto. 


She learned Bengali and took the name Teresa upon being initiated into the order. While the nuns at the Loreto Convent were engaged in teaching, Teresa was moved by the poverty she witnessed around her. Traveling by train to Kolkata (then Calcutta), she experienced the epiphany that was to become her life’s mission – to devote her life to the service of the poorest of the poor. 

On October 7, 1950, Teresa established her own congregation, the Missionaries of Charity, in Kolkata after receiving permission from the Vatican to do so. Its purpose was to care for “the hungry, the naked, the homeless, the crippled, the blind, the lepers, all those people who feel unwanted, unloved, uncared for throughout society, people that have become a burden to the society and are shunned by everyone." She abandoned her nun’s habit and adopted a white sari with a blue border, which continues to be worn by members of her order. Started with 13 members, the Missionaries of Charity have more than 4,000 nuns today running hospices and orphanages around the world.

Indonesia Invites Indian Investments In Infrastructure

India Successfully Launches GSAT-12

India on Friday completed its latest communication satellite GSAT-12 variant of the powerful on board the Polar Satellite Launch Vehicle homemade, PSLV-C17, from the Space Port in Sriharikota.

In a textbook launch, Indian Space Research Organisation's workhorse PSLV started from the second launch pad is the Satish Dhawan Space Centre here at 4:48 at the end of the 53-hour countdown, and placed 1410 kg GSAT-12 in orbit about 20 minutes later.
