Lokpal debate in Parliament today; will the logjam end?

As Anna Hazare enters day 12 of his fast on Saturday, Parliament will debate the Jan Lokpal Bill along with all the other versions of the Lokpal Bill. 

But it remains to be seen whether Anna's three crucial demands will be met and will the breakthrough happen. Meanwhile, sources have said that Team Anna and the government have been working on a joint statement, that will be approved by Anna shortly. 

It was supposed to be the Congress' trump card with General Secretary Rahul Gandhi finally breaking his silence on Anna Hazare's fast on Friday, but his statements only ended up reflecting the constant flip flops from the Congress side. 

"The fundamentals of democracy can't be undermined. Corruption can't be fought through a single Lokpal," Rahul said. Now the focus is on the statement to be made by Finance Minister Pranab Mukherjee in Parliament at the start of the debate itself on Saturday and see just how will the government manage to deal with the three contentious demands made by Anna to be included in the Lokpal Bill. 

In his letter to the Prime Minister on Friday, Anna made it clear that he wants a resolution approving the inclusion of lower bureaucracy, a Lokpal-like act for state Lokayuktas and setting up of citizens charter, to be passed and only then will he end his fast. 

Law Minister Salman Khursheed after a late night meeting with Team Anna on Friday said, "There are no commitments, only a hope that once Parliament debates these issues, Anna will call off his fast." Making matters tougher for the government is the BJP. 

After dithering over its stand for a long time, and asking for a vote post the debate, the party decided to support Anna's demands, but with a few riders. Now as the debate is set to take off, the government would be hoping that its past mistakes in dealing with the situation do not complicate matters further.

PM offers new formula for ending Lokpal stand-off

In a new appeal to activist Anna Hazare to end his hunger strike against corruption, the Prime Minister said in Parliament today, "His point has been registered.  I respect his idealism.  Anna Hazare has become the embodiment of people's concern and disgust with corruption.  I applaud him, I salute him."  Dr Manmohan Singh said of the activist, whose fast has entered its tenth day, "His life is much too precious."

Dr Singh also offered a new approach to the conflicting versions of the Lokpal Bill which is the heart of the Anna crisis.  He said Parliament can debate each draft, select the best features, and then send the compilation to a parliamentary committee for in-depth review.  There are three drafts of the Lokpal Bill: one each by the government, Team Anna and Aruna Roy's group of civil society activists.

The Prime Minister's gesture of out-reach comes at a time when his government's negotiations with Anna's team have turned vertiginous.  Both sides have expressed their frustration and distrust of each other.  Talks have stalled after last night's meeting where the government was represented by Pranab Mukherjee and Salman Khursheed, and Anna by activists Prashant Bhushan, Arvind Kejriwal and Kiran Bedi.

Team Anna wants its anti-corruption Jan Lokpal Bill to be introduced in Parliament and put to debate without referring it to a parliamentary committee, which is standard procedure.  Like the Opposition, it has asked the government to withdraw its version of the Lokpal Bill.

The Prime Minister said "We are open to all suggestions...for a Lokpal who is strong, effective and for which there is a national consensus. We have a bill that reflects the thinking of our government but we have an open mind and are open to persuasion."

Anna advisors urge him to end fast, Lokpal debate begins tomorrow

On Day 10 of his hunger strike, Anna Hazare declared this evening at his protest camp in Delhi what could persuade him to end his fast against corruption. "If you are serious," he said referring to a new offer made by the Prime Minister this morning in Parliament, "let's start a debate tomorrow in Parliament on the Jan Lokpal Bill. There are three points of dispute... we will test you on these.

" The 74-year-old activist said if there is consensus on these issues, he will consider ending his fast, but may choose to continue his protest. Doctors say Anna has lost more than six kilos but his condition is stable. There is increasing criticism of his insistence on continuing his fast. Some of his closest advisors, including Prashant Bhushan, have said it's time for his hunger strike to conclude. Activist Swami Agnivesh was more pointed. 

"Annaji listens only to his own voice. You want Parliament to listen to voice of people, but when it comes to yourself, you only listen to your own voice," he said. 

Aware that Anna may have to be forcibly moved to a hospital, which could provoke violence among supporters, the government is holding a series of meetings to ensure that a debate begins tomorrow on all versions of the anti-corruption Lokpal Bill including Anna's. 

The focus will primarily be on Anna's draft with references to some features of the two other versions of the Lokpal Bill. Ministers like Pranab Mukherjee, Pawan Bansal, and Salman Khurshid are calibrating the technicalities of the debate; they also have to decide what manoeuvres will be needed for the Opposition. Named for the independent anti-corruption agency that it creates, the Lokpal Bill currently exists in three versions prepared by the government, Team Anna and a group of activists headed by Aruna Roy. 

The PM suggested in the Lok Sabha morning that all three drafts can be discussed by Parliament; a compilation of the best features from each could then be sent to a parliamentary committee for detailed study and feedback. The PM's intervention this morning, though belated say many, had two significant consequences: Direct negotiations with Anna rather than his associates; and respect for his acknowledgment of Anna's role in fighting corruption. 

Dr Manmohan Singh, who has been criticised for appearing too distant during Anna's movement, said, "His point has been registered. I respect his idealism. Anna Hazare has become the embodiment of people's concern and disgust with corruption. 

I applaud him, I salute him." Mr Deshmukh knows Anna well, both men are from Maharashtra where the Congressman has served twice as Chief Minister. 

Mr Deshmukh delivered the Prime Minister's offer, and took back Anna's request for an urgent debate on the Jan Lokpal Bill. (Read: Vilasrao brings message from PM to Anna) Suggestive of a new emphasis on the role of younger leaders and the influence of Rahul Gandhi, several young MPs like Sachin Pilot and Milind Deora were included in the government's evening discussions. 

Anna's associates are also busy. Not very subtly, they organized a meeting with senior BJP leader LK Advani. Earlier today, BJP president Nitin Gadkari wrote to Anna to say that the party supports him, and would like his version of the Lokpal Bill to serve as the reference point for parliament's consideration. Mr Gadkari said the BJP strongly deplores the "changing stance of the government and its visible hardening of postures in dealing with your agitation. 

The BJP warns the government against any misadventure in this regard." "We may have found a route around these points, we may have bypassed these points," said Law Minister Salman Khurshid. Sources say the government wants the House to discuss these. The first item of dispute is that Team Anna says the Lokpal - a new independent agency to investigate corruption - must be allowed to cover junior bureaucrats so that graft is combated "from the villages to our ministries." The second is that Anna wants the Lokpal model to be replicated in states. Finally, he wants government departments to adopt a citizen's charter that would punish officials for under-performance.

Lokpal talks break down

Negotiations between the government and Team Anna on the Lokpal Bill broke down on Wednesday night with the latter describing the third round of talks as “retrograde.” 

They said social activist Anna Hazare's fast on the Ramlila grounds here — now in its ninth day — would continue until the government agreed to enact a law creating a strong and effective Lokpal during the current session of Parliament. 

Amidst speculation that the anti-corruption crusader might be forcibly shifted to hospital on Wednesday night, the government nominees are reported to have told Team Anna during the meeting that Mr. Hazare's fast was “his problem.” 

However, in a late night address to supporters on the Ramlila Maidan, Kiran Bedi, a key member of Team Anna, said she had been assured by senior police officers, whom she trusted, that Mr. Hazare would not be forcibly removed and hospitalised until such time doctors declared there was a threat to his life. 

Charging the government with not being serious about bringing in a strong anti-corruption law, Team Anna said there was a “complete change in the attitude” of the government nominees represented by Union Finance Minister Pranab Mukherjee and Law Minister Salman Khursheed at their meeting on Wednesday evening. 

“The government has taken a U-turn and has now asked us to give our objections to the government's Lokpal Bill and draft a new Bill, taking everything back to square one,” they said. Team Anna representatives Ms. Bedi and Arvind Kejriwal said that during their meeting on Tuesday the government nominees seemed to agree on the substantive issues raised by them and said they had a problem only with three sticking points regarding parallel formation of Lokayuktas in States, inclusion of lower bureaucracy and citizens' charters in government departments. 

 “They had also agreed to introduce the Jan Lokpal Bill in Parliament. But today [Wednesday] they went back on everything and said you submit a new draft that will be sent to the Standing Committee,” said Mr. Kejriwal. “Contrary to the impression they gave yesterday, today they said the parliamentary procedure of the Standing Committee, etc. cannot be short-circuited. 

There was no clarity on the timeline,” said lawyer Prashant Bhushan, who was present. When Team Anna's negotiators sought to know if the government planned to remove Mr. Hazare from the fast venue, the government side said it was not competent to answer that question, 

Mr. Kejriwal said. Speaking to journalists after the 90-minute meeting, Mr. Mukherjee said the all-party meeting held on Wednesday requested Mr. Hazare to end his fast. Due consideration would be given to the Jan Lokpal Bill in the final Bill, he said, adding the parliamentary process involving the Standing Committee must be completed. Sources indicated that the change in the attitude of the government came after a “stormy” meeting of the Cabinet Committee on Political Affairs on Tuesday night in which some Ministers involved in the joint drafting panel objected to its caving in to Mr. Hazare. Earlier, Mr. Hazare declared that he had fasted for nine days and was fit to continue his hunger strike for another nine days. After a late evening check-up, doctors attending on him said he was stable. 

“I am energised by the large presence of people,” he told his supporters. “The Jan Lokpal Bill is nothing but ensuring power to the people. Unless there is decentralisation of power, there will not be true democracy.” Among those who met Mr. Hazare was National Advisory Council member Aruna Roy, who said she had come to enquire about his health. Activist Medha Patkar, yoga guru Baba Ramdev and spiritual leader Sri Sri Ravishankar also met Mr Hazare. Despite a flurry of political activity during the day including the all-party meeting, there was little progress at an earlier meeting Team Anna had with Mr. Khursheed giving an indication of things to come.

Money trail still remains a mystery

Delhi Police's chargesheet into the cash-for-vote scam said the then Samajwadi leader Amar Singh had paid Rs 1 crore to the three BJP MPs as an advance from a total of Rs 9 crore offered to them to abstain from voting against the UPA-I in July 2008.

However, the chargesheet is silent about the origin of the Rs 1 crore. The Delhi Police has mentioned the banks from where 10 bundles of Rs 10 lakh each - most of it in Rs 1,000 denomination - and a few individuals and companies who withdrew these currency notes from banks. But, it does not mention where Singh got the money from. 

The banks listed in the chargesheet from where money had been withdrawn include Bank of India, Punjab National Bank, Union Bank, Canara Bank, Axis Bank, Syndicate Bank and Pragati Gramin Bank. The chargesheet says, the police would like to further probe into the origin of money. Police sources claimed they might mention more details about the money in their supplementary chargesheet. 

The money trail is still a suspense even though the investigation has been on for almost two years. However, the police has been able to find the call details of Singh's aide Sanjeev Saxena, which reveals that on July 22, 2008, he made 15 calls from his cellphone. 

Of these, seven calls were made to a landline number, and he received a call from the same number, which is installed at Singh's 27, Lodhi Estate, residence. The chargesheet gives details of a white Maruti Gypsy (DL-3CS 8562) that was used in transporting Rs 1 crore from Singh's house. The vehicle is owned by Pankaja Art and Credit P, a firm owned by Singh. 

The chargesheet is also silent on the role of Reoti Raman Singh, a Samajwadi Party leader. The investigation accepts that Raman Singh arranged meeting of three BJP MPs with Singh, but it has not found sufficient evidence regarding his role in soliciting, attempting, taking or giving bribe to three BJP MPs.

The former Samajwadi Party general secretary, Amar Singh, was on Wednesday chargesheeted along with BJP leader L.K. Advani's former aide, Sudheendra Kulkarni, two former BJP MPs and two others for allegedly entering into a conspiracy to bribe MPs for their votes during the confidence motion in the Lok Sabha over the India-U.S. nuclear deal in 2008. 

The charge sheet, submitted by the Delhi Police Crime Branch along with other documents, alleges that Mr. Kulkarni was the brain behind the conspiracy to conduct the sting operation showing that the MPs had been approached and bribed to vote in favour of the trust motion. 

He allegedly remained in touch with the other conspirators when bribes were paid to the former BJP MPs, Phagan Singh Kuleste and Mahaveer Singh Bhagoda, and the incumbent MP Ashok Argal. The police sought sanction for prosecution from the Lok Sabha Speaker to initiate proceedings against Mr. Argal for having received bribe.

Atal Bihari Vajpayee born 25 December 1924 is an Indian statesman, who served as the eleventh Prime Minister of India thrice- including brief first term of 13 days in 1996 and two terms from 1998 to 2004. After a brief stint as Prime Minister in 1996, Vajpayee headed a coalition government from 19 March 1998 until 19 May 2004. 

A veteran Parliamentarian whose career stretches over four decades, Vajpayee has been elected to the Lok Sabha (en. House of the People) nine times and to the Rajya Sabha (en. House of the States) twice, a record by itself. He served as a Member of Parliament (MP) from Lucknow until 2009, and has since retired from active politics, possibly due to ill-health. 

Atal Bihari Vajpayee was born to Krishna Devi and Krishna Bihari Vajpayee on 25 December 1924 in Shinde Ki Chhavani Gwalior of Central Province now Madhya Pradesh. His grand father Pandit Shyam Lal Vajpayee had migrated from his ancester's village Bateshwar, Uttar Pradesh to Gwalior long back. 

His father Krishna Bihari Vajpayee was a poet and School Master at Gorakhi Vidyalaya Gwalior. Atal Bihari Vajpayee completed his graduation (B.A.) with the subjects Hindi, English and Sanskrit in first division from the Victoria College (now Laxmi Bai College) of Gwalior and got the Degree of Post Graduation (M.A.) in Political Science from the DAV College, Kanpur securing first class marks.

He also joined L.L.B. classes alongwith his father at D.A.V. College Kanpur but left the course in between the session and joined Rashtriya Swayamsevak Sangh. Since student life he was a patriotic poet, very good orator, dedicated journalist, who served Rashtradharma, Veer Arjun and Panchjanya (newspaper). So many books of his poetry and prose have been published. He has been to date the first and only bachelor Prime Minister of India.

Aruna Roy Defends the NREGA

Aruna Roy, member of the Sonia Gandhi-led National Advisory Council on Saturday hit out at the ongoing protest by Team Anna and said that nobody should be allowed to hijack democratic institutions.

Pirates hijack ship with 21 Indian sailors: India

Suspected Somali pirates have hijacked a tanker with 21 Indian sailors on board near a port in Oman, India's government shipping agency said. 

The Mumbai-based Director General of Shipping (DGS) said in a statement that the Fairchem Bogey was hijacked on Saturday while it was at anchor outside the port of Salalah. Piracy for ransom is a well-organised and lucrative operation in Somalia that has expanded into a vast area off the coast. 

In 2010 a record 1,181 seafarers were kidnapped by pirates, according to marine safety experts. The Fairchem Bogey, managed by Mumbai-based Anglo-Eastern Ship Management, was seized while it was waiting for berthing instructions. 

 "The Omani Coast Guard... were warned off by the pirates who asked them to move away to avoid casualties to the crew," Anglo-Eastern Ship Management said in the statement.
